Democrats take House and Senate in midterm rout
Democrats will control both chambers of Congress after the 2026 midterms. The first 100 hours plan includes restoring ACA subsidies, reversing Medicaid cuts and reasserting authority over tariffs.
Democrats will control both the House and the Senate after the 2026 midterm elections, giving the party full control of Congress for the first time since 2021.
The party’s first 100 hours plan includes restoring Affordable Care Act subsidies, reversing Medicaid cuts and reasserting Congress’s authority over tariffs, according to NPR. Democrats also plan to force an end to the Iran war.
Republicans retain the White House. Donald Trump is president. The result is divided government with a Democratic Congress and a Republican president.
Senate rules require 60 votes to overcome a filibuster. Democrats will have a majority but not necessarily 60 seats. Most legislation will need Republican support to pass.
Democrats gain subpoena power through committee chairmanships. Hakeem Jeffries, the Democratic leader in the House, promised “bold, dramatic change” in a statement after the results.
The Democratic caucus includes progressives and moderates who disagree on the pace and scope of action. Voters told NPR they want action on the Iran war, Israel aid, costs and corruption.
What the coverage missed
The coverage focused on the partisan balance. The part that got less attention is what Democrats can actually do with a majority and a Republican president.
The first 100 hours plan is a statement of priorities. Restoring ACA subsidies and reversing Medicaid cuts require legislation. Legislation requires 60 votes in the Senate. Without 60 votes, the plan is a list.
Reasserting Congress’s authority over tariffs is different. Congress can pass legislation to reclaim tariff authority from the executive branch. That bill would need 60 votes or a change to the filibuster rule.
Subpoena power is the tool that does not require 60 votes. Democratic committee chairs can issue subpoenas, hold hearings and conduct investigations. The majority controls the schedule and the witnesses.
The Iran war is the test. Voters want it to end. Congress can defund military operations through legislation, but that legislation needs 60 votes. A war powers resolution can be passed with a simple majority, but it is non-binding.
What I think
Democrats won the House and the Senate. They did not win 60 votes. The majority they have is real. The power it gives them is limited.
The first 100 hours plan is a campaign document. It tells voters what the party wants to do. It does not tell them what the party can do. The 60-vote threshold is the wall between the two.
Subpoena power is the one tool that works with a simple majority. Investigations can happen. Hearings can happen. Legislation that changes policy cannot, not without Republican votes.
The Iran war is the issue that will test the majority. Voters want it to end. If Democrats cannot end it with 51 votes, they will have to explain why. The filibuster is the reason. The voters may not accept it as an excuse.
Trump is still president. He can veto legislation. A veto override requires 67 votes in the Senate. The Democratic majority is not large enough to override a veto on its own.
The election gave Democrats a majority. It did not give them the power to use it. That power requires either 60 votes or a change to the rules, and neither one is guaranteed.
